More details to this question:
Applied to SSN retirement late Nov. and my retirement was $1000 and after answering all questions the representative told me it will be reduced by 40% cause I woerked for the federal govt for 23 years in my country Panama, Republic of Panama. I told her taxes were paid to Panama and that I was not a US citizen to pay taxes to USA and she responded there is a law that civil service retirees are affected by and my retirement has been reduced by 40% and I would like to have an explanation.

Social Security
Social Security is a federal government program, primarily funded through payroll taxes, that provides an array of benefits to retired workers, the survivors of workers, the disabled and low-income families. Social Security attorneys typically work with one of two groups of clients. Many Social Security lawyers focus their practices on working with those whose applications for Social Security Disability Insurance (SSD or SSDI) have been denied. These attorneys assist clients at eligibility hearings and throughout the appeals process. Other Social Security law firms represent those who have been accused of Social Security fraud and those who are victims of Social Security fraud.
